Abstract
Virtual power plants (VPP) aggregate the capacities of distributed energy sources and are thus able to shift services such as the provision and delivery of balancing reserve from one part of the plants to another. Thus, VPP can offer the new service "congestion-protected balancing reserve" and deliver balancing energy despite grid congestion at one part of the plants.
The international use case of the REgions research project (UC7) tested aFRR shifting from a German to a French wind farm, both being part of the same VPP, even though this approach is in conflict with current regulations.
This report describes the test setup and evaluates the test from a technical point of view. An economic evaluation of this interregional collateralization of balancing reserves during grid congestions is given in.
