BMBF-Foresight-Zyklus II - Vorgehensweise und Ergebnisse

Im Jahr 2012 wurde die VDI Technologiezentrum GmbH (VDI TZ) mit der Suchphase des zweiten Foresight-Zyklus (2012-2014) vom Bundesministerium für Bildung und Forschung (BMBF) beauftragt. Zusammen mit dem Unterauftragnehmer, dem Fraunhofer-Institut für System- und Innovationsforschung (ISI), bildete sie das Büro Foresight. Das BMBF verfolgt mit Foresight das Ziel, früh Orientierungswissen über zukünftige gesellschaftliche Herausforderungen zu erlangen. Gleichzeitig soll Foresight als Ideengeber für Strategieprozesse und zukünftige Forschungsprogramme und Projekte dienen. Büro Foresight wählte hierzu einen methodischen Ansatz, der auf der Annahme beruht, dass Innovationen aus einem Zusammenspiel von technologischen Entwicklungen (""Technology Push"") und gesellschaftlichen Bedarfen (""Demand Pull"") entstehen. Dieser Artikel beschreibt den dreistufigen Prozess, den Büro Foresight wählte, um genau dieses Zusammenspiel herauszuarbeiten.

In 2012, the VDI Technologiezentrum GmbH (VDI TZ) was given the task of carrying out the search phase for the second cycle of the German Federal Ministry of Education and Research's (BMBF) Foresight process. This Foresight process was conducted on a subcontractor basis by VDI Technologiezentrum GmbH in collaboration with the Fraunhofer Institute for Systems and Innovation Research (ISI), as the Foresight Office (Büro Foresight). The BMBF Foresight process aims to generate orientation knowledge now, to address the challenges that society will face in the future. Foresight will also serve as an idea provider for strategic processes, and future research programs and projects. The Foresight office chose a methodical approach, based on the assumption, that innovation is the result of an interaction between technological development (""Technology Push"") and societal needs (""Demand Pull""). This article describes the three-step process that the Foresight office employed to identify this interaction.
