Akzeptanz der leitungsgebundenen Wärmeversorgung: Status quo in Deutschland und internationale Erfahrungen

Der Teilbericht bereitet den Wissensstand zur gesellschaftlichen Unterstützung und Akzeptanz im Bereich der leitungsgebundenen Wärmeversorgung umfassend auf. Dazu werden Hemmnisse und förderlichen Faktoren, gesellschaftliche und individuelle Bearbeitungsstrategien, Maßnahmen und bestehende Politikinstrumenten sowohl im nationalen wie auch im europäischen Kontext ausgewertet und zusammengefasst. Der Teilbericht richtet sich an Akteure aus Politik und Wissenschaft und zielt darauf ab, Grundlagen der Akzeptanz der leitungsgebundenen Wärmeversorgung zu schaffen, um darauf aufbauend Maßnahmen- und Instrumentenvorschläge ableiten zu können.

The analysis comprehensively analyses the state of knowledge on social sponsorship and acceptance in the field of grid-bound heat supply. This includes knowledge on barriers and favourable factors, social and individual strategies to address barriers, measures, and existing policy instruments, both in a national and European context. Based on this, customised ideas for new political or social measures, strategies and instruments are developed that help to overcome barriers and increase social acceptance of grid-connected heat supply. To this end, the multidimensional construct of social acceptance and the idea of social sponsorship of the energy transition are first described and defined for the analyses carried out in this report. In addition, the transformation field of grid-bound heat supply/ district heating is explained and categorised. The central stakeholders in the field of grid-based heat supply in Germany are then analysed in detail and stakeholder-specific barriers/challenges and options for action are identified. To utilise experiences and transferable approaches from other countries for Germany, a detailed analysis of district heating in the Netherlands, France and Denmark is carried out.
