PublicationInnovation in Times of Crisis: How Civil Protection Organizations in Europe Coped and Adapted During the COVID-19 Pandemic( 2022)
;Pfeffer, Katharina ;Rümelin, Esther ;Overmeyer, Maike ;Kilicaslan, AleynaThis explorative study provides insights into how civil protection organizations can learn, be innovative, and develop their capabilities toward achieving greater organizational resilience. After the enormous impact of the COVID-19 pandemic, civil protection organizations had to actively shape crisis-related learning processes, particularly concerning workflows and organizational structures, collaboration with stakeholders, preparedness, risk analysis, digitalization, and the political framework. Empirical findings collected in Europe during and between the main pandemic peaks of 2020 and 2021 were analyzed for implications for policymakers and civil protection organizations. Key findings illustrate how important it is for civil protection organizations to respond quickly and adapt flexibly in times of crisis. In interviews with civil protection experts, respondents highlight the benefits of a partner network and the need for digital capabilities and data infrastructure. Other relevant factors in dealing with a crisis were found to be self-evaluation and the ability to recover from a previous wave while preparing for and responding to the next. -

;Kilicaslan, Aleyna ;Hecht-Veenhuis, Siegrid ;Tuppi, KathrinIn dem Fraunhofer-internen Projekt „Krisenmanagement und Resilienz - Corona“ (KResCo) wurden Maßnahmen gegen die Covid-19-Pandemie in verschiedenen Ländern sowie deren Wirksamkeit untersucht. Hierbei wurden viele Daten erzeugt und nachgenutzt, deren Management in einem eigenen Arbeitspaket gesteuert wurde. Hierzu wurde ein Data-Governance-Ansatz angewendet, im Rahmen dessen verschiedene strategische, rechtliche und operative Bausteine entwickelt und während des Projektverlaufs erprobt wurden. Der Artikel beschreibt diese Bausteine und und beurteilt deren Umsetzungsgad im Projekt anhand eines Reifegrad-Modells. Im Ergebnis zeigte sich, dass nicht alle Ziele der Data Governance im Projekt erreicht werden konnten, da keine ausreichende Akzeptanz bei den Forschenden aufgebaut werden konnte, so dass diese die Bausteine nicht im erforderlichen Umfang nutzten. -
PublicationInnovation und COVID-19: Impulse für die Zukunft der Innovation(Fraunhofer-Verbund Innovationsforschung, 2021)Im Impulspapier »Wandel verstehen, Zukunft gestalten« aus dem Jahr 2018 wurden Thesen für Innovationen im Jahr 2030 dargestellt und darauf basierend Aufgaben für Wirtschaft, Politik, Wissenschaft und Gesellschaft abgeleitet, um auch in Zukunft in Innovationssystemen wettbewerbsfähig zu bleiben. Das Update der Impulse für die Zukunft der Innovation wirft nun einen Blick darauf, wie die Covid-19 Pandemie die 2018 prognostizierten Entwicklungen beeinflusst. Auf dieser Basis werden die Thesen hinterfragt und weiterentwickelt. Darüber hinaus werden Chancen und Risiken der Pandemie für Innovationssysteme diskutiert. Unter den Einflussfaktoren wird beispielsweise die Digitalisierung durch die Covid-19 Pandemie beschleunigt. Entsprechend wird der Einsatz von digitalen Lösungen und KI in Innovationsprozessen im Jahr 2030 weiterentwickelt sein, als im ursprünglichen Impulspapier angenommen. Daneben ändert sich die Art und Weise der Öffnung und der globalen Zusammenarbeit in Innovationssystemen. Des Weiteren wird die Bedeutung des digitalen europäischen Ökosystems mit Hinblick auf Datensicherheit und -souveränität einen Aufschwung erfahren. Das Impulspapier dient als Grundlage für die Reflexion eigener Innovationssysteme und insbesondere der strategischen und wettbewerbsorientierten Aufstellung für die Zukunft.

PublicationInnovation and Covid-19: Food for Thought on the Future of Innovation(Fraunhofer-Verbund Innovationsforschung, 2021)Virtually all areas of life were plunged into crisis when the Covid-19 pandemic struck in 2020. While innovation offers paths out of the crisis, many aspects of innovation are themselves feeling the effects of it. Against this backdrop, the question is how the Covid-19 pandemic will impact the future of innovation. In the following section, we will examine this by reviewing the ""Understanding Change, Shaping the Future. Impulses for the Future of Innovation"" paper in a pandemic context. Starting with the relevant trends for innovation systems identified in 2018, and the theses developed on this basis, we would once again like to take you forward in time to 2030. From this vantage point we will look back on the impacts of the Covid-19 pandemic on innovation systems and examine the resulting opportunities and risks in more detail. Among the trends considered relevant for innovation systems were the digital transformation, the growing complexity of innovation systems, the continuously expanding stakeholder base, a more frequent use of Open Science approaches, and a trend towards the development of holistic and systemic solutions.

PublicationRethinking the interplay between affluence and vulnerability to aid climate change adaptive capacity( 2020)

However, in the context of climate change and an increase in associated hazards and disasters, we suggest the need to re-examine this dynamic relationship-a complex association we define here as the Affluence-Vulnerability Interface (AVI). We review research in different national contexts to show how a more nuanced understanding of the AVI can (a) problematize the notion that increasing material affluence necessarily has a mitigating influence on social vulnerability, (b) extend our analysis of social vulnerability beyond low-income regions to include affluent contexts and (c) improve our understanding of how psychosocial characteristics influence people's vulnerability. Finally, we briefly outline three methodological approaches that we believe will assist future engagement with the AVI. -

Néanmoins, l'analyse des tendances à long terme permet d'ouvrir une discussion sur les réalités qui pourraient nous attendre compte tenu des tendances à long terme, il convient d'ouvrir le débat sur les réalités de demain et sur la manière dont nous voulons les gérer. Les instituts du Fraunhofer-Verbund Innovationsforschung souhaitent présenter dans ce document de réflexion une sélection des principales tendances susceptibles d'influencer significativement les systèmes d'innovation d'ici à 2030. Sur la base de ces tendances, ce document tire des enseignements des thèses sur l'innovation d'ici à 2030 et décrit la nature des tâches qui en résulteront pour le monde économique, politique, scientifique et social.

PublicationWandel verstehen - Zukunft gestaltenDie Dynamik der wirtschaftlichen Entwicklung und deren Abhängigkeit von globalen Wechselwirkungen wachsen heute schneller denn je. Das macht Zukunftsprognosen besonders schwierig. Dennoch bietet der Blick auf langfristig prägende Trends die Chance, eine Diskussion darüber zu eröffnen, welche Realität uns morgen erwarten könnte und wie wir damit umgehen wollen. Dieses Impulspapier stellt aus Sicht der Mitgliedsinstitute des Fraunhofer-Verbunds Innovationsforschung eine Auswahl derjenigen Trends dar, die Innovationssysteme im Zeitraum bis 2030 wesentlich beeinflussen werden. Auf dieser Grundlage werden Thesen für Innovation im Jahr 2030 abgeleitet und beschrieben, welche Aufgaben sich daraus für Wirtschaft, Politik, Wissenschaft und Gesellschaft ergeben.
