PublicationKünstliche Intelligenz in der genomischen Medizin - Potenziale und Handlungsbedarf(KIT, 2021)
;König, Harald ;Baumann, Martina ;Bachlechner, Daniel ;Heil, ReinhardDer Einsatz von Methoden der künstlichen Intelligenz (KI) in der Genomforschung und Biomedizin hat sich in den letzten Jahren weltweit sowohl in der akademischen Welt als auch in der Wirtschaft rasant entwickelt. Die Potenziale und die damit verknüpften Erwartungen betreffen erstens die Grundlagenforschung, in der KI-basierte Methoden entscheidend dazu beitragen können, mögliche ursächliche Veränderungen im Erbgut und molekulare Mechanismen für Krankheiten schnell und umfänglich zu erkennen, zweitens die gezieltere und schnellere Entwicklung von Medikamenten und drittens die differenziertere Krankheits-diagnose und Prognose von Erkrankungsrisiken, Therapiemöglichkeiten und -verläufen. Handlungsbedarfe für die öffentliche Forschungs- und Innovationspolitik bestehen insbesondere im Auf- oder Umbau von Forschungs- und Dateninfrastrukturen für die Gewinnung und den sicheren Austausch von qualitativ hochwertigen Genom- und Gesundheitsdaten über Grenzen und verschiedene Regulierungsbedingungen hinweg; außer-dem in der Förderung von Forschung und Start-up-Unternehmen sowie in der Berücksichtigung soziokultureller und ethischer Aspekte wie Vertrauen der Anwender*innen oder den Schutz besonders sensibler Daten. Weil sich das Feld und seine wirtschaftliche Nutzung sehr dynamisch entwickelt und zurzeit von den USA und China geprägt wird, wird empfohlen, einen stakeholderbasierten, forschungs- und innovationspolitischen Strategieprozess aufzusetzen. Dieser sollte reflektieren, wie Deutschland und Europa ihre Position bei der verantwortungsbewussten und werteorientierten Entwicklung von KI-Innovationen in der genomischen Medizin und ihre Attraktivität für internationale Kooperationen, Talente und Investitionen stärken können, und darauf aufbauend auf die Umsetzung von Maßnahmen hinwirken, die über die bereits laufenden oder geplanten forschungs- und innovationspolitischen Aktivitäten hinausgehen. -

This study presents the 50 most significant bio-based innovations for the next 5-20 years. The portfolio of top 50 bio-based innovations covers on the one hand cross-cutting technologies and approaches, enabling many different applications, on the other hand innovation areas or solutions to challenges, which may be enabled by different technologies or approaches. Together with a policy and innovation ecosystem analysis and four bio-based innovation scenarios for Europe in 2030, the study provides strategic knowledge for policy makers, innovation stakeholders and society. It reveals that in order to fully exploit the potential of bio-based innovations stakeholders have to implement strategic approaches and various actions. Potential measures are ranging from further support of Research & Development, to knowledge transfer and collaboration, demand-oriented measures as well as to strive for higher coherence between different regions in the European Union. -

They are potentially important cross-cutting, disruptive innovations that may exert strong impact on global value creation and offer important solutions to societal needs. This set of emerging developments was developed through procedure combining machine learning algorithms and human evaluation. After successive waves of selection and refinement, the resulting 100 emerging topics were subjected to several assessment procedures including expert consultation and analysis of related patents and publications. Having analysed the potential importance of each of these innovations for Europe, their current maturity and the relative strength of Europe in related R&D, some general policy recommendations are made. The collection of Radical Innovation Breakthroughs constitutes important intelligence material that can inform strategic planning in research and innovation policy, industry and enterprise policy, and local development policy. -

The Future Emerging Technologies (FET) programme of the European Commission provides the funding environment for this new mode of research. The FET programme supports ""use-inspired basic research"", which is curiosity-driven with a potential application in mind. In this report, we analyse the impacts of the FET programme using bibliometrics, an online-survey and case studies. We found that FET research has relevant impacts on the areas of knowledge production, the economy, people and society. -
