    A conceptual approach to analysing manufacturing companies' profiles concerning Industry 4.0 in emerging economies

    In this paper, we present a comprehensive conceptual approach to systematically analysing and monitoring the readiness of manufacturing companies for Industry 4.0 in emerging economies. This approach goes beyond an exclusive focus on technology and includes various aspects of organisation, management, employees and systemic interaction. Embedded in a conceptual framework, the approach assumes that manufacturing companies can be characterised by different ""degrees of readiness for Industry 4.0"". This follows the underlying rationale of an evolutionary path towards Industry 4.0 that progresses over time and helps to upgrade companies' technological base, as well as their organisation, knowledge base and experience.

    The aim of this paper is to provide insights into the implications of the European Commission's smart specialisation agenda in a specific, cross-border context. The paper critically reflects on some of the RIS3 (research and innovation strategies for smart specialisation) agenda's premises by illustrating its practical implementation in the Upper Rhine area (i.e. Alsace in France and Baden-Württemberg in Germany). The first section revisits not only the smart specialisation concept in itself but also discusses it vis-à-vis the thematic of cross-border regional innovation systems and outlines some implications that it may have for the choice of innovation policy instruments. The second section introduces the specific framework of the Upper Rhine area and outlines possible options for the co-ordination of innovation policies on the basis of a yet to be developed, theoretically possible joint RIS3 strategy. The last section brings together these conceptual and applied perspectives on smart specialisation and outlines suggestions for progressive cross-border integration via regional innovation policies.

    Insbesondere in "reifen" Innovationssystemen wie dem baden-württembergischen lassen sich in jüngerer Zeit neue Innovationsformen, neue Akteure und Akteurskonstellationen beobachten, flankiert durch neue Instrumente der Innovationsunterstützung. Vor dem Hintergrund einer weiterentwickelten Innovationssystemheuristik skizziert der vorliegende Beitrag diese neuen Entwicklungen in Baden-Württemberg. In exemplarischer Weise greift er charakteristische Innovationsakteure, Akteure aus der Forschungslandschaft, aus Bildung und Qualifizierung, ferner die intermediäre Funktion von Mediatoren, gesellschaftliche Akteure sowie den Aspekt der Innovationsfinanzierung auf und zeigt aktuelle Tendenzen und Trends. Deutlich wird, dass sich das baden-württembergische Innovationssystem in den vergangenen Jahren beständig weiterentwickelt und ausdifferenziert hat. Forschungsanstrengungen und Modernisierungsaktivitäten der Wirtschaft sowie die Gestaltung innovationsfreundlicher Politiken tragen zur Anpassungsfähigkeit des Systems bei und sind wesentliche Einflussfaktoren für den anhaltenden Erfolg des Innovationssystems. Ergänzt wird dies durch vielfältige Neuerungen auf Akteurs‑, Institutionen- und Maßnahmenebene. Es stellt sich die grundsätzliche Frage nach der Steuerungs- und Leistungsfähigkeit dieses komplexen Systems angesichts sich dynamisch verändernder globaler Umfeldbedingungen.

    Knowledge angels: Creative individuals fostering innovation in KIBS observations from Canada, China, France, Germany and Spain

    This paper focuses on the role and function of individuals with specific characteristics and talents that work in so-called knowledge-intensive business services (KIBS). It has a specific interest in analyzing innovation processes within KIBS companies and aims at identifying and studying individuals who manage knowledge-related processes in KIBS; they are called ""knowledge angels"". After some theoretical considerations, the paper switches to the analysis of knowledge angel activities in KIBS. It formulates hypotheses tested with the help of exploratory interviews in Canadian, Chinese, French, German and Spanish regions. The paper concludes by taking into account implications for both innovation management and innovation policy.

    Le budget national de la recherche en France fait la part belle au Crédit impôt recherche, un instrument classique de politique structurelle visant le développement économique via l'innovation des entreprises. L'accroissement onsidérable de l'impact, et donc du coût de cet instrument au regard de son efficacité, font débat depuis la réforme engagée en 2008. D'autres pays comme l'Allemagne ont jusqu 'à présent fait le choix de ne pas l'adopter. Quels sont les arguments théoriques, techniques ou politiques qui structurent explicitement ou implicitement le débat?

    La présente contribution se propose d'analyser comment une région ou plus précisément les acteurs et les activités constituant l'environnement de la firme est perçue par les firmes qui y sont situées,et si ces perceptions sont liées aux phénomènes d'innovation. Dans ce contexte, la question qui est posée est celle de l'existence -ou non - de comportements d'innovation et/ou de perceptions par les firmes qui caractérisent et distinguent les entreprises de différentes régions. L'analyse concerne un échantillon de petites et moyennes entreprises du secteur des services à forte intensité de connaissances localisées dans deux régions voisines appartenant à des contextes nationaux différents en Europe (Alsace et pays de Bade)et deux régions canadiennes (Bas-Saint-Laurent et Beauce au Québec).

    This research note aims at analysing how different types of firms and their representatives in different regions view their respective environments. The analysis relies on three 'perception variables', two of them related to specific aspects of the regional conditions with respect to firms' innovation activities: research and technology, and the workforce. The third perception variable, i.e., the regional innovation climate, is more general and summarises the overall frame of the innovation conditions in the region.
