Towards a framework for impact assessment for mission-oriented innovation policies

2022 , Wittmann, Florian , Roth, Florian , Hufnagl, Miriam , Lindner, Ralf , Yorulmaz, Merve

Mission-oriented policies (MOIP) have become important means to foster transformative change in many countries. Yet, approaches for assessing these policies' impacts are still in their infancy, not least due to the complexity of MOIP. To address this gap, we propose a toolbox approach that supports policy-makers during policy design and implementation, and allows for an identification of potential impacts by a theory-based approach. To disentangle the complexity of missions, we first conceptualize MOIPs as multiple translation processes from mission formulation and design to implementation. Each translation step shapes the policies' impacts. Based on this framework, we develop a set of specific analytical tools that are intended to support the process of bringing missions into realization, but also help to assess whether missions contribute to the postulated goals. These tools include a mapping of the socio-technical systems, a typology to explore the transformative ambition of missions, a process to develop impact pathways, an inventory of policy instruments to support the mission design, and indicators to measure mission progress along the developed pathways. Finally, we propose several analytical questions to explore the context for the development of potential impacts.

From mission definition to implementation: Conceptualizing mission-oriented policies as a multi-stage translation process

2021 , Wittmann, Florian , Hufnagl, Miriam , Roth, Florian , Yorulmaz, Merve , Lindner, Ralf

The promise of mission-oriented innovation policies (MOIP) to address some of the grand societal challenges as a cross-sectoral and interdisciplinary approach to innovation policy with increased directionality has raised high hopes. However, the complexity attached to MOIP constitutes a challenge, both for policy-makers and innovation scholars. Seeking to enhance our understanding of MOIP and the diverse policy choices and challenges involved, we propose a conceptualization of missions as multiple, interconnected translation processes that span from a societal challenge as the starting point to impacts as the ultimate translational stage. We argue that adopting a process-oriented perspective is well-suited to account for the interdependencies and complex feedback dynamics among the different stages during the realization of MOIP. The proposed framework aims to support the development of frameworks for impact assessment, but also yields relevant insights for policy-makers implementing MOIP.

Mission-oriented innovation policy for transformative change

2022 , Wittmann, Florian , Lindner, Ralf , Hufnagl, Miriam , Roth, Florian

Missions promise to mobilize science, technology and innovation policy in conjunction with other sectoral policies to address pressing societal challenges. Although they aspire to solve the problems of humankind, the implementation of such transformative approaches remains a challenge to policymakers across the world: multi-dimensionality, a wide array of stakeholders, long-term horizons and a clear alignment of objectives make it difficult to set up and implement missions. To offer hands on advice to support mission owners such as ministries, public authorities and agencies, Fraunhofer ISI has developed an innovative toolbox for conceptualizing missions and assessing their impact.

Missionsorientierte Innovationspolitik für transformativen Wandel

2022 , Wittmann, Florian , Lindner, Ralf , Hufnagl, Miriam , Roth, Florian

Missionsorientierte Innovationspolitik

2021 , Lindner, Ralf , Edler, Jakob , Hufnagl, Miriam , Kimpeler, Simone , Kroll, Henning , Roth, Florian , Wittmann, Florian , Yorulmaz, Merve

Governing varieties of mission-oriented innovation policies: A new typology

2021 , Wittmann, Florian , Hufnagl, Miriam , Lindner, Ralf , Roth, Florian , Edler, Jakob

Many governments in Europe and beyond have subscribed to mission-oriented innovation policies (MOIPs), aiming to steer innovation systems to directly address grand societal challenges. The emerging diversity of MOIPs, however, creates difficulties to define this approach and assess its effectiveness and efficiency. In this paper, we propose a new typology for MOIPs. It consists of four ideal types of missions and extends the established dichotomy of transformer and accelerator missions. The framework emphasizes the role of the state in MOIPs, drawing attention to the implementation process and governance requirements as key features of mission implementation. A first application across the diverse missions of the German Hightech Strategy 2025 demonstrates the analytical value of the framework and allows identifying type-specific challenges. In sum, the new typology and its operationalization improve the understanding of MOIPs and enhance the possibilities for systematic comparisons and impact assessments.
