Zwischen Bewusstseinsbildung und Technologieadaption

Angriffe auf informationstechnologische Systeme, kritische Dateninfrastrukturen und das Persönlichkeitsrecht haben sich zu einem fundamentalen Problem entwickelt, das von Politik und Wirtschaft anerkannt und durch regulatorische und technische Maßnahmen zur Cybersicherheit adressiert wird. Aufgrund der Informations- und Machtasymmetrie zwischen den Entscheidungstragenden für Sicherheitsmaßnahmen und der betroffenen Öffentlichkeit stellt sich die Frage, wie Bürger:innen mit ihren Interessen und Vorbehalten in die Technologieentwicklung einbezogen werden können, um eine integrative Gestaltung von Cybersicherheitstechnologien zu ermöglichen. Der Beitrag bietet aufgrund der Verbindung von konzeptioneller und empirischer Ebene eine fundierte Perspektive auf verschiedene Elemente einer Cybersecurity-Praxis. Anhand empirischer Erkenntnisse zur integrativen Entwicklung von Cybersicherheitstechnologien in zwei Anwendungsfällen sowie methodischer Reflexion des Prozesses wird aufgezeigt, wie die Integration von Bürger:innenperspektiven systematisiert und individuelles Beteiligungshandeln realisiert werden kann.

Cybersecurity threats to information systems, critical data infrastructures and personal rights have become a major issue that politicians and businesses take seriously and are attempting to address with regulations and technical solutions. Due to the asymmetry of information and power between those who make decisions on security measures and the public affected, the question arises as to how citizens can be involved in technology development with their interests and concerns in order to ensure the integrative design of security technologies. The article combines conceptual and empirical levels to provide a grounded perspective on various elements of a cybersecurity practice. Empirical findings on the integrative development of security technologies in two fields of application, as well as methodological considerations regarding the process are used to demonstrate how citizen perspectives can be systematically incorporated and how individual participation in the development process of security technologies can be realized.
