A Delimitation of Data Sovereignty From Privacy

Abstract
As subset of digital sovereignty, data sovereignty characterizes data sharing in modern data ecosystems. The main goal is to preserve the interest of the data rights holder using different technical approaches, such as policy management and usage control, to establish transparency and trust. At first glance, many of the characteristics of data sovereignty align with privacy. This chapter per the authors discusses the delimitation of both concepts. This elaboration is prepared by first analyzing data sovereignty from an economic, organizational, regulatory, and technical perspective using a systematic literature review (SLR) presenting 38 relevant articles. The subsequent comparison according to selected properties highlights many similarities and significant differences. This chapter per the authors emphasizes the importance of clearly distinguishing data sovereignty and privacy in theory and practice. However, it indicates that many privacy- preserving software engineering approaches, e.g., concerning requirements engineering (RE), can be transferred to the data sovereignty domain.
