Understanding the methodology behind the EU list of Critical Raw Materials

This working papers aims to unravel the methodology for the determination of Critical Raw Materials for the EU first at a very high level - allowing for a quick and general understanding of the approach - and then in more depth, examining the data and equations behind the well-known 2D criticality matrix. Special emphasis is placed on the chain "intention" (what should be measured) → "decision" (how to measure or approximate it) → "effect" (how this affects the scoring results).
