Strukturen und Governance öffentlicher Finanzierung der außeruniversitären Forschungsorganisationen in Deutschland

In this paper we argue that public research organisations and universities in Germany receive both institutional and project-based funding from the federal and state governments according to their missions. An increasing autonomy of public research organisations and universities has been accompanied by the agreement of goals and their monitoring. For several reasons, we see the Pact for Research and Innovation (Pakt fuer Forschung und Innova tion, PFI) as a lighthouse project, first of all because of the unique and unusual setting of research policy goals combined with institutional funding. In this article, we describe public research funding in Germany and the special role that the PFI plays in this.
