Angle of Arrival for Plane and Spherical Waves in Non-Kolmogorov, Power-Conserved Turbulence

Abstract
In this paper, a new relation between Kolmogorov and non-Komogorov structure constants based on the outer scale, is found. Using this new relation, which insures the total power of the fluctuations of the refractive index is conserved when the power law changes, the angle of arrival for plane and spherical wave propagation in non-Kolmogorov turbulence is analyzed.
