SOA for public administrations: The integrated software project for Berlin youth welfare services - ISBJ

The use of service oriented architectures (SOA) in public administrations promises high benefits in terms of more flexibility and better investment protection. For these reasons the Berliner Senatsverwaltung für Bildung, Jugend und Sport (Berlin Senate for Education, Youth and Sport) decided to migrate its existing IT administration services and the whole of its IT infrastructure over to a secure eGovernment infrastructure based on service oriented architecture. The paper describe the approach and lessons learned from the project ISBJ.
