Scalable video coding for IPTV fast channel change
Abstract
This paper describes how to use scalable video coding to reduce the tune-in delay into real-time streams delivered over IP networks. A higher frequency of random access points in the base layer is used to enable a fast channel change. Simulations were performed to compare this approach with simulcast of two separate streams and with single layer coding. The results show that the SVC-based tune-in technique has an average bitrate saving of 8% compared to a single layer AVC encoding.
