R and D policies in West Germany and their evaluation. Overview, selected case studies, and comparison to Korea
Abstract
The major purpose of this study is to deeply study R and D policies and evaluation practice in West Germany and to draw some meaningful implications for Korean R and D policies especially focussing on three major aspects on West Germany: the general policies of research and technology, the promotion activities of German governments for industrial R and D, and the actual evaluation practice. This study begins with an overview of R and D policies in West Germany. The general features of R and D policies will be investigated in terms of the integrated approach to understand national R and D Systems. Taking into account the importance of European Communities especially by the year of 1992, the role of West Germany in EC is also investigated. In addition to theoretical considerations, two case studies are presented.
