Abstract
This paper adresses two research questions:
a) How do data governance frameworks that focus on data as a critical tool for innovation and business model transformation differ from general frameworks?
b) How may our data governance framework be developed for application in small-to-mid-sized pharmaceutical enterprises?
To answer the first question, a literature review was conducted. Data was identified as a critical resource. It was also found that it is important to assign data-specific tasks to people in the company. Other important aspects were data security and access limitation.
To answer the second research question, a data governance framework for pharmaceutical enterprises was developed. This consists of three levels: Organization level, employee level and technology level.

Das vorliegende Paper behandelt zwei Forschungsfragen:
a) How do data governance frameworks that focus on data as a critical tool for innovation and business model transformation differ from general frameworks?
b) How may our data governance framework be developed for application in small-to-mid-sized pharmaceutical enterprises?
Um die erste Frage zu beantworten, wurde eine Literature Review durchgeführt. Daten wurden als kritische Ressource identifiziert. Es wurde ebenfalls festgestellt, dass es wichtig ist, Personen im Unternehmen daten-spezifische Aufgaben zuzuweisen. Weitere wichtige Aspekte waren die Datensicherheit und Zugriffsbegrenzung.
Um die zweite Forschungsfrage zu beantworten, wurde ein Data-Governance-Framework für pharmaceutical enterprises entwickelt. Dies besteht aus den drei Ebenen: Organisations-Ebene, Mitarbeitenden-Ebene und Technologie-Ebene.
