Energy Efficiency Indicators and their Potential Application in the Political Context of Voluntary Agreements in Germany

The aim of the presentation is to show how instruments such as Energy Efficiency Indicators could usefully be applied to provide a more objective basis for the talking of dicisions in the field of energy savings - but are not always applied, sometimes perhaps due to a fear of interested parties (on the political side as well as on the side of the industry) to allow for too clear a control of the success or the failure of the measures taken to reduce energy comuption. For this purpose the presentations is structured in three parts.
