Abstract
The working paper was prepared between 06.-10.2002 at the FhG-INT as part of the EU study 'Scientific and technological advances relevant to bioterrorism, and their possible impact on vulnerabilities in EU society: a prospective study'. The Joint Research Center (JRC) of the European Commission commissioned the European Science and Technology Observatory (ESTO) to conduct the study. Within this network, the following institutions (ESTO members and non-members) worked together to define new scientific and technological challenges and issues related to bioterrorism, and to assess technological, social, economic, and psychological threats to modern European society from possible terrorist attacks using biological or chemical agents, as mandated by the Communication from the European Commission to the Council and the European Parliament, COM (2001) 707: - SPRU - Science & Technology Policy Research, University of Sussex (United Kingdom) - Centro Nacional de Biotecnología, CSIC (Spain); - Compagnie Européenne d'Intelligence Stratégique (France); - Fraunhofer Institute for Technological Trend Analysis (Germany); - Landau Network - Centro Voltà (Italy); and - TNO Prins Maurits Laboratory (Netherlands). Within the framework of this cooperation, individual institutions or groups dealt with a number of aspects of this topic, the results of which are available in the form of working papers, and prepared a joint final report, which was completed on 7 November 2002.
