Comparative Study: Legal Framework of Offensive Cybersecurity Research in Denmark and Sweden

The legal uncertainties and lack of a comprehensive legal framework surrounding (offensive) cybersecurity research in Germany hinder necessary research and impede progress in the field, as the few existing legal rules fail to address the specific needs of research. This paper considers the subject area in the context of a comparative study with the two leading European countries in the field of digitization, Denmark and Sweden, with the aim to seek inspiration from their legal system regulating (offensive) cybersecurity research.
