Electronics Industry - Dealing with Substance Restrictions at an Early Stage
Abstract
The escalating frequency of substance restrictions places growing demands on companies to adapt their preduction processes and redesign products. Especially the electrical and electronic industry has to adapt their production and products at a growing speed in order to fulfil regulation requirements and to avoid penalties. Despite its increasing importance, the topic is rarely addressed in scientific studies,resulting in a lack of knowledge. This paper aims to examine the complex processes leading to substance restrictions. The focus is on the early identification and risk assessment of substances before actual restrtctions are introduced. Taking the REACH Regulation, we explore the previously non-transparent processes preceding appendices XIV, XVII and SVHC list. Theanalysis extends to the timeframe of these processes and attempts to identify the stakeholders involved in the creation of the different substance lists as well as the risks associated with the different lists. By understanding the complexities of substance restrtctions, companies can, at an early stage, gain valuable insights into potential restrictions and make informeddecisions regarding production adjustments and substancesubstitutions. This holistic approach empowers companies tonavigate potential restrictions, such as the planned EU PFASrestriction. In summary, this research contributes to reducinguncertainty in the face of substance restriction under the REACH Regulation. The insights gained from the analysis aresupposed to offer practical guidance, especially for the electricaland electronic product industry, enabling informed decision-makingand and strategic planning in anticipation of futureregulatory challenges.
