A public announcement system using low bitrate perceptual coding
In public announcement systems digital audio techniques like PCM or ADPCM are commonly used. The sound quality of these systems can be significantly improved by using low bitrate perceptual coding techniques. In addition, the storage requirements can be reduced. This paper describes an acutal system implementation and its underlying concepts. Methods will be discussed for cutting apatr compressed audio data into "speech segments" and combining these segments in a flexible way to the desired messages.
