D82.11 - CM organisations & capabilities report
Abstract
The report describes an analysis of high-level crisis management (CM) procedural, organisational, and institutional structures of EU Member States (MS), EU-level, and UN-level as well as of those countries concerned by the DRIVER scenarios. It therefore provides important input for the work conducted in other DRIVER SPs, especially SP2 - SP5. Main objectives thereby are to provide information to be considered in the test-bed design, the experimental campaigns (incl. the development of the scenarios), and in the preparations of recommendations for incident commanders, decision makers, policy makers, and legislators on EU and MS level. Since there is an inextricable link between the activities of the DRIVER WP82 and WP83, a combined template covering the high level-analysis required in both task 82.1 (""Crisis Management Processes & Organisations"") and task 83.1 (""Policy & Governance"") has been developed. Thus, the conducted studies of MS, EU- and UN-level as well as of selected neighbouring countries include information on CM Capabilities, Organisation, Policies, and Legislation (COPL). In addition, CM related Civil-Military cooperation in the different countries has been gathered. The individual studies on Capabilities, Organisations, Policies, and Legislation (COPL) in crisis management and disaster response of the EU MS, selected neighbouring countries and international organisations (EU and UN) have been included as Annexes in the deliverable D83.11_Policy and Legislation Report. We do not duplicate them here as they are more than 1.700 pages in total.
