Title
Towards Sovereign Service Platforms: Data Spaces for Sharing Dynamic Mobility Data
Abstract
Europe’s mobility sector is being reshaped by digitalization and the growing role of data. Dynamic data enables intelligent mobility services, but today’s bilateral and fragmented local platforms cannot match global platforms—and relying on those global providers introduces sovereignty-conflicting barriers. This paper frames data spaces as a federated, sovereign alternative for dynamic data, enabling decentralized governance and interoperable exchange to support competitive mobility ecosystems. Unlike static or recorded real-time data, dynamic data must be streamed and described prospectively across space and time, enabling their use in data spaces as services—the building blocks of future intelligent mobility platforms. This paper provides initial technical examples and a design approach for provisioning dynamic data in a data space.
