Abstract
Zur Überprüfung und Planung umweltpolitischer Maßnahmen und zur besseren Information der Öffentlichkeit über den Zustand der Umwelt gibt es von verschiedensten internationalen Institutionen Bestrebungen zur Verbesserung und Vereinheitlichung der Umweltberichterstattung u. a. in Form von branchen- und ortsbezogenen Emissionsinventaren für Deutschland im Bereich des Gewässerschutzes wurden die Anforderungen und der derzeitige Stand der Datenerfassung und -Verarbeitung zusammengetragen und darauf aufbauend ein Konzept für die Erstellung von Emissionsinventaren erarbeitet. Die Anforderungen ergeben sich insbesondere aus den für Deutschland geltenden internationalen Regelungen, nach denen u.a. einleiter-, branchen-, produktion- und ortsbezogene Angaben zu Schadstofffrachten und-konzentrationen, Abwassermengen, prozentualen Eliminationsraten, erlaubten Einleitungen und eingesetzten Verminderungstechniken und -maßnahmen abgefragt werden. Die derzeitige, sehr heterogene Situation in der Bundesrepublik Deutschland bei der EDV- Erfassung und -verarbeitung von Abwasseremissionsdaten in den einzelnen Bundesländern wird dargestellt. Außerdem wurde eine Übersicht über die bislang für Deutschland veröffentlichten Daten erstellt. Aufgrund der bereits bestehenden bzw. der zukünftig zu erwartenden Berichtspflichten und des derzeitigen Standes der EDV- Erfassung abwasserrelevanter Daten in den Bundesländern wurden die Anforderungen für ein technisches Konzept zur Erstellung von Emissionsinventaren in Deutschland erarbeitet und die dafür notwendige Datenstruktur im Rahmen einer Testdatenbank erprobt.

In recent years effort has been made among various international organization towards improving and unifying environmental reporting. Such reporting often takes the form of sectoral and regional emission inventories for relevant pollutants. These data can be used for planning and control purposes, particularly for environmental legislation and for pollution- abatement measures. Additionally, the public is provided with accurate and accessible information. Germany is in the process of preparing such an inventory for water- based pollutants. The purpose of the current study is to assess and document the availability of such data and to develop a concept for using these data to produce an inventory report. Valid international laws require the availability of information and data concerning wastewater emissions and make it necessary to carry out such reporting. This information includes wastewater quantities, concentrations, treatment technologies, their efficiencies and legal maximum emissions and must be organized according to source, sector and region. The current situation in Germany is such that the individual states are responsible for collecting and storing data. Although much of this information is available in electronic form, it varies greatly from state to state in terms of structure and content. An overview of the previously published inventory data from other organizations (e.g. IKSE, PARCOM) is presented. The development of a technical Concept for the Realization of an Emission Inventory for Germany, which plays a central role in this project, has become necessary due to existing and expected legislation requiring environmental reports. This concept was tested by implementing the proposed structure in a prototypical databank.
