Stand der Diskussion bei der Gestaltung der Siedlungsabfallwirtschaft in Sachsen-Anhalt
Abstract
The situation of muncipal waste treatment facilities and the status quo of future plans meeting the requirements of the TA Siedlungsabfall (Technical Guidelines "Treatment of Muncipal Waste", TASi) in Saxony-Anhalt is described. At the moment the focus of discussion is on the predicted amount of waste in the upcoming years, influenced by a general decline in mass, the uncertain economic development and the effects of the recently enacted Kreislaufwirtschafts- und Abfallgesetz. In Saxony-Anhalt incineration plants are necessary to be built, since there is no plant available today. The political guidelines point out the necessity for a local treatment, so the discussions about the number of plants and the precise location in Saxony-Anhalt have started. The number of landfills will also change dramatically in the next couple of years. It is expected that over 50 per cent of the capacity will be filled by 2005. The mechanical-biological treatment plants (MBA) for muncipal waste are one way to ensure a further treatment of waste until, starting at 2005, the thermal incineration is required. In discussion is the building of 5 to 8 MBA's. The logistic infrastructure and especially the expected costs for treatment plants are going to be the mayor criteria for the future system of muncipal waste treatment facilities. One mayor problem are the different interests of the counties, who are by law responsible for the collecting and treatment of muncipal waste in their regions as well as for financial aspects. For Saxony-Anhalt a chance is offered to install a flexible and modern waste management system. Interdistrictionary talks and the coordination of different interests are going to be the key for a successful reorganisation at least costs for the citizens.
