Starting from the decision of the German Bundeskabinett to reduce CO2-emissions by 25% before the year 2005, the various political options are discussed which may enable Germany to reach this goal. Despite the impressive technical potentials for energy conservation, especially in the building sector, it is improbable that Germany can reach the 25% goal without any dedicated policy. Amongst the policies proposed by the Enqute Commission of the German Bundestag "Preventive measures for the protection of the earth's atmosphere" the most favoured way for the reduction of CO2 emission leads via strong measures to suppress obstacles to energy conservation, a transport policy in favour of public transports, a fuel shift to natural gaz and the maintenance of present nuclear capacities. According to the chosen policy, a variety of measures have been initiated by the German government as well as by local governments and communities, although some are still far from being accepted. A special att ention has to be given to the international efforts towards CO2 reduction, without which the German contribution will be of very limited value.9
