Abstract
In view of an increasing globalization especially of industrial markets the importance of national markets is decreasing gradually. For industry this opens up great opportunities at high risks. The opportunities can only be used if the suppliers have a high innovation potential and are familiar with international markets. Applied research and development play a decisive role in modern industrialized societies. The have to translate the available knowledge into innovative technology and stimulate products and the development of new knowledge out of the knowledge of markets. In view of globalization this can only be achieved by international division of labour. The ability to cooperate to impart knowledge and to understand the customers demands will become decisive for the success of an industrial location. This will also have consequences for scientific institutes, colleges and universities. Along with imparting and acquiring of knowledge a new task will be to train young people for an international division of labour. This does not only the teaching of language but also an education towards liberalism, towards a readiness to adapt to different cultures, needs and conditions and simultaneously to impart one's own efficiency. The Fraunhofer-Gesellschaft Germany has ceased to pursue purely national aims and takes the globalization of research and development increasingly into accout. One part of this international division of labour could be organized with institutes of Tomsk. During the past five years a number of joint research projects could be carried through. Their results are now facing industrial exploitation on international markets.
