Efficient use of energy in Germany in 2007
Abstract
Im letzten Jahr hat der Begriff der Energieeffizienz in der öffentlichen Wahrnehmung und in politischen Programmen weiter an Bedeutung gewonnen. Gleichzeitig ist der Primärenergieverbrauch trotz eines hohen Wirtschaftswachstums deutlich stärker als in den Vorjahren gesunken; insbesondere der Verbrauch von Mineralöl und Erdgas ging spürbar zurück - ein Effekt, der vorwiegend auf den milden Winter zurückgeführt wird. Doch auch die gestiegenen Energiepreise hatten einen Einfluss auf das Verhalten der Verbraucher. So wurden Heizölbestände abgebaut und sparsamer mit Energie umgegangen.

In 2007, the concept of energy efficiency has gained significance in the public awareness and in policy programs. At the same time the use of primary energy has decreased versus 2006 despite a growth in the economy. Especially, the use of petroleum and natural gas declined - an effect that is traceable mainly to the mild winter. Yet also the rising prices of energy influenced the behavior of the user. Fuel oil stocks were cut back and energy was used more sparingly. The discussion covers introduction; general development of energy intensity; change in energy structure; climate policy more prominent than ever; developments in the national and European law making; efficient energy use in industry (chemical, steel making, stone-earth, non-ferrous metals, glass, paper, and foodstuffs); intersecting technologies; power-heat coupling; and trend 2008. After the events of 2007, energy efficiency in its numerous technological forms has led to the publication of the fourth report of the Intergovernmental Panel on Climate Change (IPCC) setting the new goals of the European Commission. The resolutions of the Federal Government in August 2007 in Meseberg related to a new phase probably similar to that of the second oil price increase of 1979-1980. The Federal Government has placed energy efficiency as the central means of its energy and climate related activities and stressed this at the G8-Summit in June 2007. In addition, the perception is that the price of oil, natural gas, and coal will not drop back to the prices of 2003. Completely new technical energy efficiency reservoirs now have profitable potentials. These include measures such as increasing the thermal insulation of buildings, facilities, and machines, increasing heat recovery and waste heat use, and new opportunities for chemical-physical and biotechnological processes in industry and commerce. Unfortunately many facility and machine manufacturers and building construction firms have not yet responded to these new opportunities. The "First Mover" for new energy efficient solutions in 2008 and 2009 will be the winners in the years that follow.
