For situation-aware, personalized public mobile services at mass events like the Olympic Games 2008 in Beijing an ontology-based semantic reference system is considered as an appropriate approach. It can be used to flexibly fulfil the communication and information requirements of large user groups by filtering form the offers of large groups of service and information providers. This paper discusses the use of ontologies for a situation-based matching of user demands and service offers in the FLAME2008 prototype. A focal point is the distinction between the conceptual level and the implementation level.
