Low cost system for universal video format conversion
Abstract
The paper describes a system for motion compensated format conversion between 50 Hz and 100 Hz frame rate, with or without interlacing. Block recursive motion estimation, with pixel recursion, is discussed and a block diagram of hybrid movement vector assessment is presented. Inter-frame interpolation is considered, allowing for methods of de-interlacing, using a median filter. Implementation of a converter from 50/600 Hz to 100/120 Hz frame rate is reported and it is suggested that conversion just from 50 Hz to 75 Hz may be useful.
