Umsetzung des Leitbildes Sustainable Development auf lokal-gesellschaftlicher Ebene
Abstract
Eine quantitative Einschätzung von Lokale Agenda 21-Aktivitäten (LA 21) und eine komprimierte Systematisierung ihrer Inhalte gibt einen Überblick über die Sustainable-Development-Aktivitäten auf unterster staatlicher und kleinräumiger gesellschaftlicher Ebene, dem Sozialraum Kommune. Es wird gefragt, ob diese Aktivitäten als Sustainable-Development-Aktivitäten qualifiziert werden können und welche Ansatzpunkte sich für eine Weiterentwicklung einer gezielten Sustainable-Development-Politik bieten. An zentralen Problemen für Sustainable Development (Armut/Reichtum, Konsum/Produktion, Geschlechterverhältnis) wird herausgearbeitet, daß eine solche Politik und sie unterstützende Indikatoren einer problem- und kontextbezogenen Fundierung bedürfen. Um zu Beurteilungskriterien zu kommen, wird der Wortsinn von Sustainable Development und seine historische Bedeutung rekonstruiert. Sustainable Development läßt sich nicht unabhängig von der historisch-politischen Realität definieren. Dazu gehört die Entstehungsgeschichte und die zugrunde liegende weltgesellschaftliche Problemdiagnose. Es wird herausgearbeitet, wie sich dies im Brundtland-Bericht und in nachfolgenden internationalen Vereinbarungen, z.B. der Agenda 21 der Rio-Konferenz von 1992, niedergeschlagen hat. Diese rekonstruierte Bedeutung ist die Grundlage für die Beurteilung der LA 21-Aktivitäten. Besonders kritisch zu sehen ist die Ausgestaltung der Rolle und Funktion des politisch administrativen Systems (PAS) der Kommune in ihrem Verhältnis zur lokalen Gesellschaft und die Umsetzung neuer, z.B. in der Agenda 21 geforderter Beteiligungsformen für gesellschaftliche Gruppen und BürgerInnen. Dies zeigt die mangelnde Umsetzung zweier zentraler Ermächtigungsstrategien: des Enabling Approaches (Siedlungswesen) und der Empowerment-Strategie von Frauen (Geschlechterverhältnisse). Als kritisches Fazit ist festzuhalten, daß vorhandene Handlungsspielräume zur politischen Prioritätensetzung durch die PAS nicht genutzt werden.

A quantitative evaluation of Local Agenda 21 activities (LA 21) and a condensed systematization of its contents delivers an overview of the sustainable development activities on lowest governmental and microsocial level, the spatial scale of the community. The paper questions whether these activities can be regarded as sustainable development activities and which starting points are available for a further development of a specific sustainable development policy. Based on the central problems of sustainable development (poverty/wealth, consumption/production, relationship between sexes), this paper is to show that there is a need for a problem-related and context-related substantiation of such a policy and its supporting indicators. To develop evaluation criteria the literal and historical meaning of sustainable development is reconstructed. Sustainable development cannot be defined independently of the historical and political reality. The history of its origins and the underlying diagnosis of global problems is to be considered in this context. The paper shows how this has found expression in the Brundtland Report and subsequent international agreements, e.g. the Agenda 21 of the Rio Conference of 1992. This reconstructed meaning is the basisfor the evaluation of the LA 21 activities. An especially critical view is to be taken with respect to the organization of the role and the function of the political and administrative systems (PAS) of the community in its relationship to the local society and the implementation of new forms of participation for social groups and citizens as required by the Agenda 21. This shows the missing implementation of two central empowerment strategies: the enabling approach (settlement) and the empowerment strategy for women (gender relationships). On balance, it is to be said that the available action space for the political prioritization is not being used by the PAS.
