Abstract
Computervermittelte Kommunikation in der Stadtplanung Unterstützung formaler Beteiligungsverfahren durch Issue Based Information Systems Zunehmend wird in der Stadtplanung eine "neue Planungskultur" praktiziert. Durch neue Partizipationsformen werden Kommunikations- und Diskussionsprozesse zwischen unterschiedlichen Interessensgruppen initiiert und gefördert. Diese Neuorientierung in der städtebaulichen Beteiligungspraxis findet auch in planungstheoretischen Diskursen statt, in denen von "Kommunikationsplanung" oder "Neuer Planungskultur" gesprochen wird. In dieser Arbeit wird angenommen, daß Informations- und Kommunikationstechnolgie Potentiale hat, diese "neue Planungskultur" zu unterstützen. Allerdings haben planungstheoretische Diskurse einer "neuen Planungskultur" bislang kaum Anschluß an solche Diskurse gefunden, in denen Potentiale computervermittelter Kommunikation als eine neue Beteiligungsplattform in der Stadtplanung diskutiert werden. Es wird daher der Versuch unternommen - am Beispiel formaler Beteiligungsverfahren - Potentiale netzwerkbasierter Anwendungen aus der Perspektive "kommunikativer Planungstheorie" aufzuzeigen. Im Mittelpunkt der Betrachtung stehen dabei Issue Based Information Systems, durch die sowohl die Gestaltung transparenter und sachlicher Argumentationsprozesse als auch die Gewinnung und Dokumentation planungsrelevanten Wissens in der Raumplanung unterstützt werden soll.

Computer-Mediated Communication in Urban Planning - Supporting Formal Participation Processes with Issue Based In formation Systems A "new planning culture" is increasingly practiced in urban planning. New forms of participation initiate and further communication and discussion processes between different interest groups. This reorientation in the participation practice of urban planning also takes place in discourses of planning theory in which "communication planning" or "new planning culture" are discussed. This paper is based on the assumption that information and communication technology is able to support this "new planning culture". However, planning theory discourses of a "new planning" have so far hardly caught up with discourses in which potentials of computer-mediated communication are discussed as a new participation platform for urban planning. Based on the example of formal participation processes, the paper attempts to reveal the potential of network-based applications from the viewpoint of "communicative planning theory". The discussion concentrates on issue based information systems applied to the organization of transparent and factual argumentation processes and the acquisition and documentation of planning-relevant knowledge in urban planning.
