Comment on Keith Hartley, "National Defence Policy and the International Trade Order"

The paper of Keith Hartley has a clear structure and the line of argument is convincing. Therefore, I have no principal problems to follow his conclusions and recommendations. My comments focus on two complementary issues: - Is the defence equipment industry stell a "strategic sector"? - What is the role of public procurement as an instrument of technology policy?
