Abstract
The purpose of this paper is to assess new R and D management tools for strategic planning in the realm of patent statistics. In particular time trend, international patent performances, diffusion patterns, the technology base measured by patent citations and the scince base measured by non-patent literature citations have been discussed theoretically and tested in the case of laser medicine and polyimides. If one passes the various steps in review, ease of application and power of explanation, that is usefulness for R and D management seem to be different. For R and D management it is recommended from the experience with laser medicine and elctronic polyimide applications to engage in general trend an performance analysis between countries in order to get an overview of the field and to locate possible take-off or slow-down phases. Diffusion analysis is always recommended and the study of the technology base in terms of the origin of patent citations seems to be a good thing in partic ular if European Patent data are used. The routine usage of non-patent citation analysis is, maybe, too early because the findings are hardly interpreted.
In this paper, it is argued that linear (sequential) models of innovation are much too simplistic to represent real industrial procedures in research and development. They suggest 'more inappropriate than appropriate actions' in strategic planning and daily managing of innovations. New analytical procedures in the realm of patent analysis are presented which might be useful to cope with the 'non-sequential' aspects in industrial innovation. These management tools are outlined, implemented, and tested in the case of polymer and laser technology. The use of patent analysis complements bibliometric tools for management applications. The corresponding bibliometric investigations were pursued in a joint project by van Vianen, Hoyans and van Raan. There are many synergetic effects and common results from both projects.
