Industrielles Nachfragepotential für die BESSY-Synchrotronstrahlung. Ansatz zur Vernetzung von Grundlagenforschung und Industrie
Abstract
Das industrielle Nachfragepotential nach SR ist bei den derzeit gültigen Unternehmensstrategien und volkswirtschaftlichen Rahmenbedingungen in Deutschland sehr eingeschränkt. Es ist in den USA (und Japan) wesentlich größer. Das liegt daran, dass dort die Industrie selber langfristig anwendungsorientierte Grundlagenforschung in eigener Regie betreibt, und zwar weitgehend mit denselben Forschungsthemen wie in Deutschland. Ein industrielles Nachfragepotential wie in den USA ist in Deutschland nicht zu erwarten. Hier ist damit zu rechnen, dass vor allem der außeruniversitäre Institutssektor Hauptträger industrieorientierter SR-Nachfrage sein wird. Das industrielle Nachfragepotential nach SR lässt sich nur dann substantiell verändern, wenn volkswirtschaftliche Rahmenbedingungen mit Auswirkungen auf Unternehmensstrategien so verändert werden, dass die Industrie mehr Verantwortung für industriebezogene Grundlagenforschung und entsprechenden Technologietransfer übernimmt. Zunehmender industrieller Einfluss ist dabei sowohl über institutionelle als auch über förderpolitische Maßnahmen zu erreichen. Bei marktnahen, strategischen Technologieentwicklungen ist an direkte Kooperationen zwischen Industrie und Forschung z. B. in ausgelagerten Joint Ventures oder in konsortialen Aufsichtsgremien zu denken. Im Bereich grundlagenorientierter Forschungsförderung ist an ein Technologie-Screening zu denken, das zur Selektion industrierelevanter Forschungsthemen und deren Förderung aus einem gesonderten Fonds für Industrieprojekte führt. Eine solche Kooperation zwischen Industrie, Wissenschaft und Staat schafft in Deutschland neue Formen der Vernetzung zwischen gewachsenen Autonomiesphären der Forschung in Industrie und Wissenschaft.

The Berliner Elektronenspeicherring-Gesellschaft für Synchrotronstrahlung mbH (BESSY) was founded in 1979 with the objective of carrying out basic research in contact with German and European industry. A central motive for the foundation of BESSY was to reduce European technology in the field of microelectronics. The development of SR lithography as a technique for the production of microelectronic components is a priority in BESSY activities. At the beginning of the 90s the use of SR was abandoned in the field of microelectronics (in the course of industrial withdrawal). Interest shown from other industrial sectors did not result in significant new utilisations. In front of this background the study should research the industrial utilisation potential for the BESSY SR radiation, narrow down the demand potential for BESSY SR taking into consideration innovation strategies, also in view of technological competitive alternatives and show institutional, financial and other networking form s for the utilisation of the BESSY palette from the view of industrial users, which also points beyond the historical division of tasks between state and industry for the financing of goal-oriented basic research. The potential industrial utilisation for synchrotron radiation is considerable. However, its development for industrial process technologies (micro- and nano-technologies) is rather long-term. A limited utilisation potential does exist already for industrial basic research and analysis techniques. On the other hand, the potential demand, taking industrial strategies in Germany and Europe into consideration and by comparison with the USA and Japan, is considerably smaller. German industry carries out distinctly less basic research. Industrial demand potential for the development of key technologies has shifted partly to the differentiated institute sector. The intensification of industrial demand for synchrotron radiation necessitates a stronger networking between industry an d basic research for industrial key technologies. This can take place via the definition of joint leader projects between industry, the state, and institutes and their financing through new industrial foundations.
