Frischer Wind in der interdisziplinären klinischen Forschung - Prozeßevaluation der Bundesförderung neuer Forschungszentren an Universitäts-Kliniken
Abstract
Die begleitende Evaluation wird die Entwicklung der klinischen Forschungszentren auch weiterhin beobachten und auswerten. Ob diese anspruchsvolle und Maßstäbe setzende forschungspolitische Initiative tatsächlich einen nachhaltigen institutionellen Wandel bewirkt, wird wesentlich von der Bereitschaft aller Beteiligten im Verhandlungssystem abhängen, die bogonnenen Kooperationen zur Verankerung von leistungsorientierter und qualitativ hochwertiger klinischer Forschung fortsetzen. The conditions for clinical research at German university hospitals have often been criticised as unfafourable and underdevelopes. By promoting interdisciplinary clinical research centres ith German Federal Ministry for Education, Schience, Research and Technology (BMBF) wants to provide a lasting impetus to improve the situation. Eight universities were selected in a competitive way and established pilot (Interdisziplinäre Zentren für klinische Forschung, IkFZ) IZKFs in 1995/96. The federal funding is guarantee d for a limited time span, in the form of a degressive kick-off financing; the IZKFs are supposed to be funded in the mediumterm mainly by their universities and the responsible federal state government. In 1995/96 in a multannual monitoring evaluation was started, designed as a continuous learning and "moderation" process between IZKFs, the funding authorities (BMBF, regional science ministries) and the independant evaluators. The first results demonstrate that the initiative has already been successful as an icentive for a new performance-orientation within medical faculties. There are difficulties yet in developing an organisational identity and in establishing satisfying commumication structures within th IZKs.
