BUY-IT. A framework for purchase-based software development

This report outlines the BUY-IT methodology framework on the level of its core processes. The BUY-IT methodology aims at supporting organizations in performing purchase-based software development, i. e. software development using Off-The-Shelf (OTS) system components or software development using system components developed by software subcontractors. The BUY-IT methodology provides support for make-or-buy decisions for system components according to high level requirements and the engineering of precise measurable requirements. Moreover, the BUY-IT methodology gives guidance in assessing, selecting, and buying an OTS system component, and supports the integration of OTS or subcontractor-made system components with the entire system under development.
