Abstract
Up to now education systems focus on the traditional face to face transfer of knowledge. Rising competition on global markets, the continuously accelerating manhunt for the most qualified brains and permanently shortening of innovation and product life cycles generate a huge demand for continuous education with no regard to country borders or people's social rank. Governments and educational institutions are required to respond to and to meet the new market requirements in order to preserve their nation´s competitiveness. The article presents a possible answer to this problem by introducing a general model of a virtual and flexible university which is able to quickly react and adapt to new market demands at short notice. This newly designed education centre is operated as a virtual network of competencies driven and managed by the implementation of a broker. Using modern Information and communication technologies the system becomes independent of borders, human resources or other restrictions. The article also describes first results of the implementation of these structures according to an international TEMPUS project including universities from Romania, Germany and other Western European countries.
