An integrated optimization approach for multi-voltage level network expansion planning
Abstract
The increasing feed-in of renewable energy sources calls for fundamental changes in the European energy system. Both, the distribution as well as the transmission level require substantial and especially accurate adaption and expansion of the electricity grid. Network expansion planning is usually carried out separately for distribution and transmission systems. Hence, the costs for grid development might be higher compared to a combined planning approach. In this context, this paper proposes a new network expansion planning method which aims at minimizing the combined costs for grid development considering multiple voltage levels. An optimization problem is formulated determining the cost-minimizing set of expansion measures to prevent load flow caused congestions including the construction and enhancement of transmission lines, transformers and substations. This problem is solved by a heuristic based on the idea of simulated annealing. The method is validated by a case study on a subnet of the German electricity system.
