Abstract
1. Die Einführung der Brennstoffzellen-Technologie in der Wärme- und Stromversorgung (stationär), im Bereich elektronischer Kleingeräte (portabel) sowie in der Kraftfahrzeugtechnik (mobil) verzögert sich aus technischen Gründen von ursprünglich 2004/2010 (Kenntnisstand 2001) auf den Zeitraum 2008/2020 (Kenntnisstand heute). 2. Das Handwerk wird von der Einführung der Brennstoffzellen stark betroffen sein. Deshalb werden in dem vorliegenden Forschungsvorhaben die möglichen Auswirkungen hinsichtlich Berufsbild, Qualifikation und Arbeitsmarkt untersucht, um die betroffenen Geräte optimal vorbereiten zu können. 3. Zur Analyse des Ist-Zustandes wurden Interviews, Fragebogenaktionen und Auswertungen (Statistik, Patente, Literatur) durchgeführt. Beschäftigungseffekte wurden durch das Input-Output-Modell ISIS ermittelt. 4. Einrichtung einer Koordinierungstelle Brennstoffzelle Handwerk am HPI zur Information des Handwerks (Erstellung von Schulungsmaterialien für Multiplikatoren, Musterkoffer), Forum "Netzwerk Brennstoffzelle im Handwerk", das zur Gewerke übergreifenden neutrale Positionierung des Handwerks dient; Schaffung eines Weiterbildungsverbundes BZ-Bildung, Analyse der Ausbildungsordnungen; Betrachtung der sicherheitstechnischen Aspekte; Arbeitsplatzauswirkungen 5. Durch die Verzögerung bei der Markteinführung besteht für das Handwerk die Chance, sich rechtzeitig auf die Technologie vorzubereiten. Der Trend zur dezentralen Energieversorgung kommt dem Handwerk entgegen; die konventionelle KWK-Technik ist als Vorbereitung auf den Einsatz der BZ-Technologie prädestiniert (Stromeinspeisung, hydraulische Anbindung). Neutrale, herstellerunabhängige Schulungen und ein flächendeckendes Netz von Demonstrationszentren sind notwendig. Das Handwerk muss pro-aktiv in neue Betreibermodelle (Contracting-Angebote) einsteigen, wobei Angebote aus einer Hand (Gewerke übergreifend) ein Markterfordernis sind. Hierbei sind entsprechende politische Rahmenbedingungen und Hilfen genauso nötig wie eine interne Positionierung und gemeinsame Lobbyarbeit des Handwerks in den betroffenen Verbänden und im Zentralverband des Handwerks (ZDH).

The introduction of fuel cell technology to heat and power supply (stationary), the field of small electronic appliances (portable) and vehicles (mobile) has been delayed for technical reasons from the originally planned 2004/2010 (standpoint 2001) to the period 2008/2020 (today's standpoint). 2. Trade and small businesses will be strongly affected by the introduction of fuel cells. That is why this research project examines the possible impacts with regard to job profiles, qualifications and the job market in order to optimally prepare the branches involved. 3. Interviews, questionnaires and evaluations (statistics, patents, literature) were conducted to analyse the current situation. Employment impacts have been examined by the input-output-model ISIS. 4. Setting up a coordination body Fuel Cells Trade at the HPI to provide information (compiling training materials for multiplicators, sample cases), a forum "network fuel cells in trade" to help finding a common position within the different trade associations, creating a further training association "FC-Education", analysis of training regulations; consideration of safety aspects, impacts on the workplace. 5. Due to the delay in market introduction, small businesses now have the opportunity to get ready for the new technology in good time. The trend towards decentralised energy supply favours small businesses; conventionalCHP technology is predestined to prepare people for the use of FE (electricity feed in, hydraulic links). Neutral, manufacturer-independent training courses an a broad network of demonstration centres are necessary. Businesses have to take a proactive approach to new models of operation (contracting). All-inclusive service is a market requirement. Here the corresponding policy framework conditions and aids are as necessary as the internal positioning and joint lobbying of the trade sector via its numerous involved associations and central associations (ZDH).
