Pharma-Innovationsstandort Deutschland: Leistungsfähigkeit, Innovationshemmnisse und Handlungsempfehlungen
Abstract
In einer aktuellen Studie analysierte das Fraunhofer-Institut für System- und Innovationsforschung (Fraunhofer ISI) den Pharma-Innovationsstandort Deutschland. Aus Innovationssystem-Perspektive wurde die Entwicklung der Leistungskraft des Pharma-Innovationsstandortes mittels geeigneter Outputindikatoren bewertet. Insgesamt zeichnen die aktuellen marktnahen Leistungsindikatoren (unter anderem Umsatz mit innovativen Produkten) ein ungünstiges Bild des Pharmasektors. Frühindikatoren zur Leistungskraft von Forschung und Entwicklung (FuE), wie zum Beispiel Publikationen und Patente, lassen dagegen einen positiven Trend erkennen. Die Studie identifizierte anhand geeigneter input- und prozessorientierter Indikatoren die Innovationshemmnisse hinsichtlich Wissensbasis, Wissens-/Technologietransfer, industrieller FuE-Prozesse, Kapitalmärkte, Marktattraktivität und Rahmenbedingungen (unter anderem zu geringe Patientenorientierung in der Forschung, zu hohe Fragmentierung von Technologietransferstellen, zu geringe industrielle FuE-Ausgaben, unzureichende Verfügbarkeit von Risikokapital, geringe Marktdynamik). Auf dieser Grundlage werden Empfehlungen zur Stärkung des Pharma-Innovationssystems abgeleitet (unter anderem Ausbau öffentlicher Forschungsförderung, fachspezifische Bündelung von Technologietransferstellen, stärkere Koordination verschiedener Politikressorts, Stärkung des Wettbewerbs).

In a current study Fraunhofer Institute Systems and Innovation Research (Fraunhofer ISI) has evaluated Germany as a location for research and development (R&D). The development of Germany's performance as a location for pharmaceutical innovation is assessed from a innovation systems perspective by using appropriate output indicators. The current close-to-market performance indicators (e. g. turnover with innovative products) draw an unfavourable picture of the pharmaceutical sector. Early R&D indicators, such as publications, patents, however, show a positive trend. Using appropriate input- and process- oriented indicators, the study identified obstacles to innovation with respect to knowledge base, knowledge/technology transfer, industrial R&D processes, capital markets, market attractiveness and framework (e. g. insufficient patient-oriented research, technology transfer, industrial R&D spending, insufficient risk capital and market growth). Finally, recommendations to strengthen the pharmaceutical systems of innovation are derived on this basis (e. g. extension of publicly funded research an development, specific bundling of technology transfer offices, increased coordination of various political departments, incentives for competition).
