Abstract
The paper describes various video signal encoding methods for mobile terminals ranging from personal digital assistants over UMTS or IEEE 802.1 links, and examines data rate control based on signal compression with entropy encoding, and presents estimated bits-per-macroblock calculations. The paper explains requirements for flexible data rate control, while maintaining satisfactory picture quality, and presents a block diagram for a hybrid DCT/DPCM video encoder with intermediate store. This leads to proposals for adaptive data rate control. The paper describes a simulation using MPEG-4, H.263 and FlexR compression.
