Abstract
Hintergrund Leitstellen sind für die effiziente Einsatzabwicklung im Rettungsdienst von zentraler Bedeutung. Wir stellen ein Projekt zur Vereinheitlichung der IT-Infrastruktur und Prozessabläufe in Leitstellen in Rheinland-Pfalz vor. Material und Methoden Die 8 Leitstellen sollten mit einheitlicher Einsatzleit- und Auswertesoftware ausgestattet und es sollte eine dynamische Disposition sowie technische Kopplung der Leitstellen ermöglicht werden. Die Koordination oblag dem Deutschen Zentrum für Notfallmedizin und IT. Ergebnis Die Entwicklung der Software erfolgte termingerecht. Die Implementierung ist bislang in 6 Leitstellen realisiert; die Schulungen werden im 1. Quartal 2011 abgeschlossen. Eine Herausforderung stellten heterogene Datenbestände in den einzelnen Leitstellen dar. Erfolgsfaktoren waren die engagierte Mitwirkung aller Leitstellen und der Ärzlichen Leiter Rettungsdienst (ÄLRD), ermöglicht durch eine temporäre Personalaufstockung in der Leitstellenadministration sowie die Durchführung von Entwicklungsworkshops mit den Softwareherstellern. Schlussfolgerung Das Projekt bietet die Chance, Qualität und Effizienz der Leitstellen zu optimieren. Die geänderten Prozessabläufe erfordern jedoch eine gründliche Schulung und Supervision der Disponenten.

Background Dispatch centers are of crucial importance for the efficient handling of emergency medical service (EMS) missions. We present a project for standardizing the information technology (IT) infrastructure and the process workflows in the dispatch centers in Rhineland-Palatinate. Materials and methods The eight dispatch centers were to be equipped with standardized mission control and assessment software and dynamic vehicle disposition and a technical linkage of the dispatch centers was to be enabled. Coordination was in the hands of the German Center for Emergency Medicine and IT. Result The software was developed within the specified timeframe. To date the implementation has been realized in 6 dispatch centers and the training measures will be concluded during the first quarter of 2011. One challenge encountered was the heterogeneous data sets in the various dispatch centers. Success factors included the dedicated collaboration of all dispatch centers and medical directors, which was made possible by the temporary addition of administrative staff in the dispatch centers and the performance of development workshops with the software manufacturers. Conclusion The project offers an opportunity to measurably optimize the quality and efficiency of the dispatch centers. However, the changes in the process workflows require thorough training and supervision of the dispatchers.
