Market potential, prospects and economic effects of AAL technologies
Abstract
Ambient Assisted Living (AAL) ist ein äußerst komplexes Feld mit hoher Dynamik. AAL-Technologien befinden sich meist im Forschungsstadium und sind dadurch nur als Prototypen oder Einzellösungen mit begrenztem Funktionsumfang erhältlich; ein funktionierender Markt existiert nicht. Der demographische Trend bedingt jedoch einen steigenden Bedarf an Alltagsunterstützung, besonders für Ältere und Hilfsbedürftige. Die Gesundheits-, Betreuungs- und Pflegesysteme müssen modernisiert und effizienter werden. Eine wichtige Rolle werden IuK-Technologien in den AAL-Szenarien spielen. Zur Untermauerung dieser Thesen und zur Untersuchung der Realisierungspotentiale und -fristen wurde deshalb ein BMBF-Projekt "Marktpotenziale, Entwicklungschancen, Gesellschaftliche, gesundheitliche und ökonomische Effekte der zukünftigen Nutzung von Ambient Assisted Living (AAL)-Technologien",(FKZ 16|1575 ) durchgeführt, dessen Ergebnisse wir in diesem Papier zusammengefasst vorstellen. Nach einer Bestandsaufnahme der AAL-Technologien, technischen Voraussetzungen, wichtigsten Anwendungsfelder und der Akzeptanz erfolgten die BL Untersuchungen der gesellschaftlichen und ökonomischen Rahmenbedingungen, - Studiobefragungen zur Akzeptanz, - Spezifikation von Anwendungsszenarien mit gesundheitsökonomischer und SWOT-Analyse, - Untersuchung haftungsrechtlicher Fragen und - Bewertung nationaler Aktivitäten. Der Abschlussbericht [1] präsentiert die Untersuchungsergebnisse und bestätigt die oben genannten Thesen. Zur Überwindung von Markthemmnissen wurden Handlungsempfehlungen an Politik, AAL-Community, Entwickler, und Betreiber von AAL-Anwendungen erarbeitet.

Ambient Assisted Living (AAL) is an extremely complex area with high dynamics. Mostly, AAL technologies are still in the stage of research; thus, they are only available as prototypes or proprietary solutions with restricted scope of operation. An operating market does not exist yet. The demographic trend causes an increasing need for support of daily activities, especially for elderly or handicapped persons. Healthcare-, support- and home care services have to be modernized; their efficiency has to be improved. In this application area, information and communication technologies (ICT) will play a leading role within AAL scenarios. Target of the project was the scientific substantiation of these theses as well as the evaluation of feasibility and time schedule for AAL applications. To substantiate these theses a project "Market potential, prospects and economic effects of AAL Technologies" (ref. no. 16|1575) was been funded by BMBF whose results will be introduced in this paper. Starting with an extensive survey of AAL technologies, including technical preconditions, significant application areas and acceptance, the project included the following activities: - Analysis of social and economic environment, - Interviews to assess the acceptance of AAL technologies, - Specification of application scenarios including health economical and SWOT analysis, - Investigation of liability issues and - Assessment of national activities The final project report [1] presents the results of these activities and confirms the above-mentioned theses.
