Eine kritische Betrachtung des Diskussionsstands
Abstract
Die Commission on Sustainable Development (CSD) hat 1995 ein Indikatorenkonzept und Testprogramm vorgeschlagen, an dem auch die Bundesrepublik Deutschland beteiligt ist. Nach dessen Ablauf im Jahr 2000 soll ein für alle Mitgliedsstaaten verbindliches Berichtssystem eingeführt werden, mit dem Fortschritte bei der Umsetzung der Agenda 21 gemessen und bewertet werden können. Dieses Indikatorenkonzept beinhaltet auch eine begrenzte Anzahl von Indikatoren für institutionelle Bedingungen. Die kritische Hinterfragung der vorgeschlagenen Institutionen-Indikatoren gibt eine Antwort auf die Frage, ob diese Indikatoren der regulativen Idee von Sustainable Development nach Qualität und Quantität gerecht werden bzw. ob ein darüber hinausreichender Entwicklungs- und Handlungsbedarf besteht, Sustainable-Development-spezifische Institutionen-Indikatoren zu bilden.

In 1995 the Commission on Sustainable Development suggested an indicator concept and a test program which also involved the Federal Republic of Germany. After the termination of these activities in 2000, a reporting system is to be introduced. This system shall be obligatory for all member states and is to be used for evaluating the progress achieved in the implementation of the Agenda 21. This indicator concept also contains a limited number of indicators for institutional conditions. The critical questioning of the suggested institutional indicators answers the question whether these indicators satisfy the regulatory idea of sustainable development with respect to quality and quantity or whether there is any demand for inventing sustainable-development-specific institutional indicators going beyond the above.
