C-STRÖME. Abschätzung der Material- und Energie- und CO2-Ströme für Modellsysteme im Zusammenhang mit dem nichtenergetischen Verbrauch, orientiert am Lebensweg - Stand der Szenarienbetrachtung. Band 1: Abschätzungen für das Gesamtsystem
Abstract
Unter dem Nichtenergetischen Verbrauch (NEV) versteht man den Einsatz fossiler Energieträger als Rohstoff zur Herstellung v.a. von Kunststofferzeugnissen, Chemiefasern, Produkten aus Synthesekautschuk, Farben und Lacken sowie Schmierstoffen und Bitumen. Der in der Energiebilanz Deutschlands aufgeführte nichtenergetische Verbrauch entspricht ca. 8,5 Prozent (PJ/PJ) des Inlandsverbrauchs fossiler Primärenergieträger. Hinzu kommt der Energiebedarf für alle Umwandlungs- und Verarbeitungsprozesse in der Petrochemie und bei den Weiterverarbeitern bis zum Endprodukt. Gegenstand dieses Projektes ist die Modellierung der Material-, Energie- und CO2-Ströme, die mit dem nichtenergetischen Verbrauch in Deutschland in Zusammenhang stehen. Für die betreffenden Produkte wird mittels physischer Input-Output-Tabellen eine technologisch differenzierte Analyse inklusive Produktion, Nutzungsphase, Abfallbeseitigung durch Deponierung, energetische Nutzung sowie Recycling und Wiederverwertung (Reuse) durchgeführt. Teilprojekt I verfolgt die Ziele, für das Gesamtsystem des nichtenergetischen Verbrauchs in Deutschland im Jahr 1995 die wesentlichen Stoffströme zu erfassen, den Energieeinsatz in den Bereichen der Produktion und der Abfallwirtschaft (inklusive Transportleistungen) zu quantifizieren und die CO2-Emissionen zu berechnen (bedingt durch den Energieeinsatz, die prozeßbedingten Stoffverluste und die Abfallverbrennung). Darauf aufbauend wird die Situation im Zukunftsjahr 2005 abgeschätzt (teilweise auch bis ca. 2020). Dabei wird insbesondere untersucht, inwieweit die Verminderung der CO2-Emissionen des Gesamtsystems durch technologische Innovationen in der Produktion (innovative Produktionsverfahren, Einsatz nachwachsender Rohstoffe als Ausgangsmaterial) und in der Abfallwirtschaft (verstärkte Kreislaufführung und energetische Nutzung) möglich sind. Es werden Schlußfolgerungen gezogen, welchen Beitrag die verschiedenen Optionen zur nachhaltigen Entwicklung in Deutschland auf kurze Sicht leisten könnten.

Non-energy use is usually defined as the use of fossil fuels as raw materials (mainly feedstocks) to manufacture synthetic organic materials, e.g. plastics, fibres, synthetic rubber, lacquers and varnishes, lubricants and bitumen. According to the German energy balance, non-energy use accounts for about 8.5 percent (PJ/PJ) of the total domestic consumption of fossil primary energy. Energy is also required to fuel all the conversion processes in the petrochemical industry and for the processes operated to manufacture end products. The goal of this project is to model the material, energy and CO2 flows related to nonenergy use in Germany. An integrated chain analysis is conducted, using input-output tables (in physical terms). The analysis covers production, the use phase and waste handling by landfilling, energy recovery, recycling and re-use. The goals of Subproject I are to make an inventory of the material flows for the total system of non-energy use in Germany in 1995, to quantify the energy requirements in the areas of production and waste management (including transport) and to estimate the CO2 emissions released by the system (from energy use, material losses of the processes and waste incineration). On this basis, the situation is estimated for the year 2005 (and for a part, up to the year 2020). A particular look was taken at the extent to which the CO2 emissions from the total system can be mitigated through technological innovations in production (by innovative processes and using bio-based resources as feedstock) and in the waste sector (increased recycling and re-use levels and a higher energy recovery level). Finally, conclusions are drawn as to the extent to which the various options could contribute to sustainable development in Germany in the short term.
